A business idea can lead to a website, a mobile app or a combination of the two. The right starting point depends on the tasks your customers need to complete. How often will people use it? Think about whether someone needs quick information once in a while or returns regularly to manage an activity. Describe that behaviour in your project brief before discussing a particular platform.
